cargo-nextest: add missing system aws-lc

Due to https://github.com/NixOS/nixpkgs/pull/537108 the aws-lc-sys crate
will now require a distribution of aws-lc provided by our build env to
link against.

Fixes the following error:

    thread 'main' (1382) panicked at /build/cargo-nextest-0.9.148-vendor/source-registry-0/aws-lc-sys-0.45.0/builder/main.rs:767:9:
    AWS_LC_SYS_USE_SYSTEM=1 requires a system-installed AWS-LC, but none was found.
    Set AWS_LC_SYS_SYSTEM_DIR to point at an install, provide OPENSSL_DIR, or unset AWS_LC_SYS_USE_SYSTEM to build from source.
    Re-run with `-vv` to see why each discovered candidate was rejected.
    note: run with `RUST_BACKTRACE=1` environment variable to display a backtrace
