Upstream moved the declaration of default paths into a module, which
breaks applying a patch.
Adapting the patch and applying it conditionally based on the version
mitigates this problem.

treewide: migrate to fetchPnpmDeps and pnpmConfigHook

This moves all packages to the new top-level attributes introduced
previously.
This doesn't cause any rebuilds.

The file was renamed upstream, so the patch and import have to be
updated respectively.

easily, which will be needed for the new teleport_18 version.
