d894673522 google-cloud-sdk: fix byte-code never being loaded 
postInstall compiled with -OO (*.opt-2.pyc), but the wrappers run python
without -O, so python looks for plain *.pyc and recompiled ~500 modules
on every invocation. `gcloud version` is ~3x faster with plain .pyc.

Add an installCheck so compileall and CLOUDSDK_PYTHON_ARGS stay in sync.

585b8976b6 google-cloud-sdk: fix withExtraComponents build 
withExtraComponents pulled in bundled-python3-unix through the alpha/beta -> core dependency closure, reintroducing Google's bundled Python after package.nix removed platform/bundledpythonunix.

Strip bundled-python3 components and dependency edges when update.sh generates components.json, remove their .install metadata, and add a gke-gcloud-auth-plugin passthru test.

This also reverts the Tcl/Tk component inputs added by ed4596bd96 (google-cloud-sdk: fix build, #468388), since the bundled Python component that needed _tkinter support is no longer generated.

Resolves #527193

567e8dfd8e treewide: clean up 'meta = with' pattern 
This commit was created by a combination of scripts and tools:
- an ast-grep script to prefix things in meta with `lib.`,
- a modified nixf-diagnose / nixf combination to remove unused `with
lib;`, and
- regular nixfmt.

NumPy is an optional runtime dependency and only needed for IAP TCP forwarding:
https://cloud.google.com/iap/docs/using-tcp-forwarding#increasing_the_tcp_upload_bandwidth

The closure size is 2.05 GiB, of which 1.66 GiB is NumPy
