2acaa8b784 nsd: ensure patches can be overridden 
Because the package replaced patchPhase entirely, using overrideAttrs to
add additional patches did not work. If we need to carry patches here in
the future, this will also get in the way. Fix this by moving the
current patch code to postPatch.

This removes the dead code with a todo on it; the package worked before
with that code being dead, so let's not change it right now.

f284088e8d nsd: 4.12.0 -> 4.14.3 
We were severely behind on NSD, update to the latest version. 4.14.3 is
a security release that fixes several CVEs, but all of them were
introduced after 4.12.0, so to my knowledge there are no known security
issues with the previous packaged version, so landing this change is not
security-sensitive.

Upstream added a new configure option, --enable-dnstap, which is enabled
by default, so I enabled it by default here too. I didn't tie it to a
NixOS configuration setting because I don't personally use that part and
there is a todo about it, so let's keep the change surface minimal.

f07e336c3f nsncd: add --version-regex to updateScript 
Upstream tagged a .1.5.2 version (with a trailing dot), and r-ryantm
keeps sending PRs to bump to that.

Set --version-regex of nix-update-script to hopefully prevent it from
doing this.

dd02ce20cc nsd: fix withSystemd = false config 
Without this, when setting 'withSystemd = false' on x86_64-linux, the
configure step fails:

       > checking for SSL_CTX_set_security_level... yes
       > checking for ERR_load_SSL_strings... yes
       > checking if ERR_load_SSL_strings is deprecated... no
       > checking for pkg-config... no
       > configure: error: pkg-config not found

3562403503 treewide: fetchFromGitea -> fetchFromCodeberg 
Most packages that used fetchFromGitea fetch their sources from Codeberg, so might as well migrate them.

The following command was used for this treewide:

567e8dfd8e treewide: clean up 'meta = with' pattern 
This commit was created by a combination of scripts and tools:
- an ast-grep script to prefix things in meta with `lib.`,
- a modified nixf-diagnose / nixf combination to remove unused `with
lib;`, and
- regular nixfmt.
