that aren't available in source builds. This covers the previous
ILCompiler case, but also new ones like
Microsoft.AspNetCore.App.Internal.Assets.

This commit fix where attrs are dynamically set in a recursive function

This commit was created by a combination of scripts and tools:
- an ast-grep script to prefix things in meta with `lib.`,
- a modified nixf-diagnose / nixf combination to remove unused `with
lib;`, and
- regular nixfmt.
