941751e8cc llvmPackages: document adding a patch 
The `getVersionFile` function in the LLVM packaging is a bit confusing.
Clarify its use by making a step-by-step instruction for adding new
patches.

The new LLVM commit is just before the LLVM 15 fork off.

The readme describing upgrade process so it is easier for others to do.
