This is now handled by the compiler wrapper.
I have verified that `webkitgtk_6_0` still has no GCC dependency on
`aarch64-linux`, and that `watchman` doesn’t pull in any `dev`
outputs on `aarch64-darwin`.

llvmPackages: drop libclc attributes that error
...
libclc requires a compatible version of spirv-llvm-translator. If we
don't have such a version, we get an eval error. This means that
OfBorg builds of llvmPackages sets where libclc is unavailable will
produce an eval error, which is very confusing. To fix this, restrict
the libclc attribute to LLVM versions where it actually exists.

This accomplishes the same thing as `sanitiseHeaderPathsHook`, but
applies to every build input and should have fewer side effects.
