fb6736a984 scala: drop scala 2.10 and 2.11 
While technically still in maintenance mode, I don't think
these old versions have a place in nixpkgs.

cb84cdad80 ghc: Always disable PIE hardening 
Always disable PIE for GHC in preperation to global PIE in nixpkgs.

Currently, only musl-based stdenv enables PIE and it is explicitly
disabled by ghc derivations.
