8b79d46084 haskellPackages.{gi-soup2,spike}: mark broken 
We are dropping libsoup 2.4 due to it having been long insecure. There
are two remaining dependents in the Hackage set:
- spike is a 15 year old "experimental web browser"
- gi-soup2 is autogenerated bindings for libsoup 2.4
Neither of these justify being kept around, so we mark them broken so
the package set can continue to evaluate.

6790716eaa haskellPackages.qhs: 0.4.1 -> 0.4.3 
Use the upstream release with relaxed dependency bounds and declared
test build tools. Fetch it without IFD and keep the built executable on
PATH during checkPhase.

5cddaf9e1d haskellPackages.postgresql-types: unbreak, run unit tests 
postgresql-types ships a second `integration-tests` suite that requires
testcontainers-postgresql and Docker; select just `unit-tests` via
testTargets so Hydra can still run the hspec suite.

9d484a32e8 haskellPackages.dataframe: pin to 0.3.3.6 
later versions require random-1.3, and while nixpkgs has random_1_3_1,
overriding that would break dependency coherence for some other packages
that depend on dataframe, leading to messy and hacky overrides.

best to pin to random-1.2 for now and wait for stackage lts update to
bump random to 1.3
