a493d55feb cachix: apply workaround to NixOS#461651 on darwin 
Applies the same workaround used by `hercules-ci-agent` that allows us to correctly resolve symbols from nix libraries.
Re-enables the test suite, since it now builds.

- Use tls_2_1_12 to satisfy the tls >= 2.1.10 requirement
- Add grapesy override to relax http2 version bound and skip failing
tests

This fixes the build of eventlog-live-otelcol and other packages

6c1a3aeaa6 haskell.packages.ghc984.haskell-language-server: fix build 
ghcide and lsp-types need the same overlay to have a single consistent
regex-tdfa in the closure.

Doing the same for GHC 9.6.7 for consistency, even though the build
passed there, so far.

20df4a1dbe haskellPackages: support Template Haskell when cross compiling 
This makes TH work when cross-compiling between aarch64 and x86_64 for
both glibc and musl.

pkgsStatic does not work, yet and neither does darwin.
