658a1fab88 haskellPackages.grisette: skip ttest frequently timing out 
Succeeds locally. test-framework does allow increasing the timeout,
but I'd rather not increase the already long build time.

eb4dcd05a5 haskellPackages.{cabal-add,fourmolu}: don't unnecessarily add prog to PATH 
cabal-add and fourmolu (ab)use build-tool-depends in order to have the
package's executable in PATH during test suite _execution_. This feature
was introduced in Cabal 3.14, so we can stop modifying PATH for GHC >=
9.12.

78ad85cb66 haskellPackages.mkDerivation: explicitly take glibcLocales for buildPackages 
In #424368, there was some confusion whether glibcLocales should come from
buildPackages or pkgsHostTarget since there were seemingly different pieces
of code in generic-builder.nix. As it turns out, the plain glibcLocales was
inherited from buildPackages, so there was no actual difference. Making this
explicit everywhere should clear things up.

34f316a97a haskellPackages.{lsp*,hie-bios}: pin to HLS compatible versions 
HLS/ghcide are the main consumers of these packages and they don't
support these newly released versions yet. The same is true for a lot of
other packages like dhall-lsp-server, koka, futhark, …
