fixes `nix-build -A pkgsCross.aarch64-multiplatform.gst_all_1.gst-plugins-rs`.
`jq` is used at build time, so place it in nativeBuildInputs. Otherwise
we invoke a version which only runs on the hostPlatform, instead of the
buildPlatform
There isn't really an upstream package name since this header file is
normally just part of ladspa-sdk.
ladspa-header seems like a more fitting name for this package.
Could also be ladspa-sdk-header, but there are also probably other
headers than ladspa.h in ladspa-sdk.
this creates some eval errors that will be fixed in the next commit

The multiple-outputs hook doesn't know to handle pkg-config files in
subdirectories like these. Fixing this resolves a reference cycle
that caused building under pkgsStatic to fail.
The icamerasrc-ipu6ep and icamerasrc-ipu6epmtl packages were not using their platform-specific camera-hal variants, causing them to use the default ipu6 (Tiger Lake) HAL instead of the correct ipu6ep (Alder Lake/Raptor Lake) or ipu6epmtl (Meteor Lake) HAL.
This commit was created by a combination of scripts and tools:
- an ast-grep script to prefix things in meta with `lib.`,
- a modified nixf-diagnose / nixf combination to remove unused `with
lib;`, and
- regular nixfmt.
