745f12467c minimal-bootstrap: Fix tools in preparation for early cross-compilation
Various packages under minimal-bootstrap explicitly use the musl gcc
wrapper (especially the *-static packages).

In #494106, the desire is to allow these packages to run on a host
platform which may differ from the bootstrap seed platform. That host
platform may be a non-musl platform, and furthermore musl may not even
be available on the desired host architecture.

This change aims to make the packages more generic wrt libc. It is
extracted out of #494106.

386925859c minimal-bootstrap: trim coreutils-static output
Remove the empty share directory left behind after pruning installed coreutils documentation. The stage0 bootstrap path only needs the single static coreutils binary and symlink entry points.

Size impact against the previous trimmed output:

- coreutils-static closure: 2,250,112 B -> 2,249,944 B (-168 B)

b141bb23c9 minimal-bootstrap: post-install trim of locale data, docs, and unused python extensions
Removes content nothing between minimal-bootstrap and stage 4 ever uses: glibc share/i18n + lib/gconv (localedef and iconv() against the bootstrap glibc are never invoked downstream); python lib-dynload/{_decimal,_socket,_asyncio,_hashlib,_blake2,_sha*,_md5,_hmac,CJK codecs,_zoneinfo,_lsprof,syslog} plus idlelib/tkinter/turtle*/ensurepip (glibc's build-time scripts only use os/re/subprocess/argparse/pathlib/collections); binutils bin/{gprof,addr2line,elfedit}; share/{info,man} and gcc share/gcc-*/python (libstdc++ gdb pretty-printers).

Self-size: 940 MB -> ~870 MB. Largest contributors: glibc -38 MB, python -15 MB, binutils -7 MB.

f6bbbded6d minimal-bootstrap: trim configure flags and slim python
Adds --enable-checking=release and --disable-{libgomp,libquadmath,libitm,libvtv,libssp,libatomic,libstdcxx-pch,nls} to all GCCs (those runtime libs are unused by the stdenv); switches gcc-4.6{,cxx} to install-strip; adds --disable-nls to binutils and coreutils; adds --disable-test-modules --without-ensurepip --without-static-libpython to python.

Bootstrap self-size 1.45 GB -> 940 MB; gcc46-cxx -14%, glibc -10%, gcc-latest -6% wall on the heavy builds.

(make -j was tried on tcc-built derivations and broke them silently; NOTE comments left in the affected files so this isn't re-attempted.)

37b28b8958 minimal-bootstrap: speed up ./configure
By default, stdenv runs configure using --disable-dependency-tracking.
This commit adds the same flag to most manual invocations of autotools
configure scripts in minimal-bootstrap.

However, the flag does not apply to musl & zlib, which come with
handwritten configure scripts. It also does not apply to Python, where
the dependency tracking feature is already disabled in automake config.
