74351cafa5 scx: big scheduler list cleanup 
- pull schedulers from the package definition
- actually check we have the right lists at build time
- make scx.full a simple buildEnv to not have to deal with
  the checks being different

68f2d23b9a scx.cscheds: switch to make packaging 
Upstream deprecated meson builds.

This also switches libbpf and bpftool dependencies to nixpkgs provided ones.
Please report if this causes any issues.

800908cd55 nixosTests.scx: init (#401972) 
For now, test only the useful schedulers, there's no need to test all of them.

b284c986f1 scx: refactor derivation 
Remove individual rust sub packages,
as they were not working in the next version (v1.0.6) when built seperately
Rust sub-packages are now built as scx.rustscheds

e24aaf4f63 scx.full: init 
This package combines the Rust and C based schedulers.
This is likely to be the default in the upcoming nixos module.
