grub2_efi: turn asserts into meta.broken
...
`meta.broken` can be caught properly by CI, but asserts can not. This
has the same intended effect of signaling invalid combinations of
arguments.

gams: move assert behind meta.license check
...
This now errors with the "allow unfree" error first - and only when
that's passed it asserts the specific `licenseFile` option.
This ensures that CI will not produce an eval warning for the assert
once we turn that on.

treewide: add explicit format attribute for Python packages

If a Python package does not come with either `format` or `pyproject` we
consider it a setuptools build, that calls `setup.py` directly, which is
deprecated.
This change, as a first step, migrates a large chunk of these packages to
set setuptools as their explicit format
This is so we can unify the problem space for the next step of the
migration.
