graphviz: fix missing lib/graphviz/config6, enable strictDeps
...
fixes `$(nix-build -A pkgsCross.musl64.graphviz)/bin/dot < /dev/null)`
without `config6`, a cross-compiled graphviz wouldn't know which plugins
it had available, and so any `dot` command would fail like:
```
$ dot
There is no layout engine support for "dot"
Perhaps "dot -c" needs to be run (with installer's privileges) to register the plugins?
```

bat: genericize shell init for bat-extras packages
...
Moves shell init logic specific to bat-extras packages into the
extras packages themselves. The bat package itself is now only
reponsible for registering the bat-extras shell inits. Also uses finalAttrs.finalPackage to correctly handle overlays on bat-extra packages.

Set the build-test-env and build-test-shell Meson flags to ensure that
the BUILD_TEST_ENV and BUILD_TEST_SHELL environment variables are set,
as test_env_to_env depends on both of these variables [1].

tdarr: fix update script to handle non-ASCII zip entries
...
nix-prefetch-url --unpack uses libarchive which fails on zip files
containing non-ASCII filenames. Replace with curl + unzip + nix hash path
to avoid the locale issue.
