Upstream Python 3.14 ships with tcl/tk 9.0 since Python 3.14.7 [1].

For Python 3.15+, also the tkinter documentation states that binary
releases are bundled with tcl/tk 9.0 [2].

The metadata in setup.py name the package to be zbar, which setuptools
expect to match. This moves and renames the package so it matches pname
again
This also fixes `python3Packges.py-zbar` failing to eval after the rename
