24d5ac84b3 {ci/eval,release}: migrate supported systems to top-level 
The supported systems can differ across release branches. The original
file is kept until the GitHub CI is migrated.

54ae3fdcd9 release.nix: Use arm64-apple-darwin in bootstrapConfigs, not aarch64 
Fix this config name for consistency with non-bootstrap platform config.
This also fixes a build failure of the bootstrap tools on
aarch64-darwin, where a test in LLVM 21 assumes it's spelt arm64, not
aarch64.

Also saves on having to rebuild LLVM just for bootstrap tools, now that
the config is consistent.

0d51e920d3 top-level/release-outpaths: move to ci/eval 
These files are tightly coupled with the code in ci/eval and not used
anywhere else. They are subject to the same backporting requirements as
the remaining CI code. They are better placed next here.

fa0cba1c39 nix_2_3: drop 
This has been marked insecure a while ago, as some CVEs have not been
backported. Even if *some* CVEs are fixed, we'd need **all** of them to
be, to get it back into the cache.

Not having it in the cache means, we can not test it in CI. This means
we can't make sure to actually support this version to evaluate Nixpkgs.
