78a5f7fe0d picolibc: fixup various cross-compilation/broken issues 
Went thru many of the pkgsCross options to see what actually can/can’t
be built. Split up hosted vs. non-hosted flags. Found broken platforms &
other flags that needed to be toggled.

f0806a39e7 picolibc: remove a lot of the Meson flags 
This makes this project hard to maintain if the flags are gonna be
constantly changing (& they do). Users can opt for:

	picolibc.override (old: {
		mesonFlags = old.mesonFlags ++ [ /* … */ ];
	})

b5f84b599d lazarus: 4.4 -> 4.8; gtk2 -> gtk3 
Qt version seems to work well

GTK3 version has bugs but can compile working executables at least

doublecmd and lazpaint and cudatext seem to be working, from the first glance
