Drop the postPatch that rewrote /bin/cat in the atuin-pty-proxy
integration tests: upstream removed those tests in 18.20.0
(atuinsh/atuin#3988), so substituteInPlace now aborts on the missing
files. This is what stopped r-ryantm from opening the 18.20.1 bump.
Upstream raised its minimum Rust to 1.98 in 18.20.0
(atuinsh/atuin#3964), so this depends on rustc 1.98 (#554749) having
reached master.
18.20.1 also gives the Nushell up-arrow binding a unique name
(atuinsh/atuin#3975), which silences the shared_keybindings_name
warning Nushell 0.115 prints on every shell start.

This reduces the amount of generated services/scripts/timers
and implements some improvements:
- the command lines passed to systemd are now escaped
- the `CPUSchedulingPolicy` is set to `idle`
- fix possible race condition between cancellation and
completion of a running scrub when stopping the service.
- the filesystem to be scrubbed is automatically mounted when the unit is started
Start up its PC-98 machine emulation and run `VER` to get the emulated DOS version.
Would like to do smth more complex (custom DOS binary that uses INT 21h, AH=09h to print the text, or maybe some interrupts more
specific to the PC-98 series to test if it's actually emulating the right machine), but would need OpenWatcom for compiling that,
which we consider unfree due to the Sybase Open Watcom Public License being quite badly written.
