22491db39c runapp: unpin gcc15Stdenv 
runapp pinned this in order to get features that were not in gcc 14,
the default at the time: https://github.com/NixOS/nixpkgs/pull/447721#discussion_r2394453800.
now, gcc 15 is the default and this will prevent runapp from
automatically being able to leverage features and improvements from gcc
16 and newer as we update, so lets drop the pin given it's no longer
necessary.

5ccfed4b2d libresplit: unpin gcc15Stdenv 
libresplit pinned this in order to get features that were not in gcc 14,
the default at the time: https://github.com/NixOS/nixpkgs/pull/454352#discussion_r2527094601.
now, gcc 15 is the default and this will prevent libresplit from
automatically being able to leverage features from gcc 16 and newer as
we update, so lets drop the pin given it's no longer necessary.

d837703765 python312Packages.cython_0: fix version-related build error, cleanup 
Fixes error:

    Executing pythonMetadataCheckPhase
    The 'cython' derivation has version '0.29.37.1' but .dist-info/METADATA specifies version '0.29.37'.

The only upstream code is in `.github/workflows/`:
https://github.com/cython/cython/compare/0.29.37...0.29.37.1
But the `.1` cython upstream release is "broken" in this regard because it bumped
the version but didn't udpate that file.

Also use `finalAttrs` for better overridability.
