bb78d36b79 treewide: build journal readers against systemdLibs with compression 
Otherwise libsystemd silently skips compressed journald files, so after
#569813 these packages no longer read any journal entries. Override
locally until #571072 hits master.

0427d85761 uboot*: fix build with dtc 1.8 
dtc 1.8 removed the `graph_child_address` check and added the
`node_name_not_empty` error. This now rejects binman's "@<name>-SEQ"
template nodes. Upstream has yet to update binman, so we use this
workaround for now.

3c85327c3e testSignedPackages.shim-signed: init 
This signs the shim with the same vendor certificate that gets embedded
in the shim, which is not what you want for supporting Microsoft Secure
Boot keys. The Microsoft signature will require different handling in
future work, and is blocked on compliance anyway, but this is still
useful for having a uniform bootloader chain and MOK handling.

2236ef14f8 optee-os: add Allwinner A64 and Rockchip RK3399/RK3588 instances 
The sunxi and rockchip platforms are in-tree in the pinned 4.7.0
release, and pair with the existing armTrustedFirmware and u-boot
instances for the same SoCs. All three build natively for aarch64.
