nodePackages.prebuild-install: mark as potentially vulnerable

This package might be vulnerable to CVE-2025-59343 due to its dependency
on an old version of tar-fs.
I don't know if this CVE can be exploited with prebuild-install,
but better safe than sorry here.

doc/javascript: move nodePackages information back to README.md
...
Adding new packages here is discouraged, for reasons enumerated in
https://github.com/NixOS/nixpkgs/issues/229475 , so let's move this
(mostly developer-facing) documentation back into its original location
in pkgs/development/node-packages/README.md.

Replaced with near-cli-rs, which is not packaged in nixpkgs, however I'm
not personally interested in maintaining that. Also, this package was on
version 3.4.2, when the last release seems to have been 4.0.13, which is
15 releases newer. Safe to say this wasn't being maintained in nixpkgs,
as far as I can see.
