567e8dfd8e treewide: clean up 'meta = with' pattern 
This commit was created by a combination of scripts and tools:
- an ast-grep script to prefix things in meta with `lib.`,
- a modified nixf-diagnose / nixf combination to remove unused `with
lib;`, and
- regular nixfmt.

3e601e5455 php: Enable ACL support for FPM 
This will allow authorizing extra processes like Prometheus exporter without having to run it as `listen.user` (or adding it `listen.group` and changing `listen.mode` to `0660`).

It is disabled by default:

but it has been available since PHP 5.6:
