Converts to a spliced package set. I don't accept this (external consumer) breaking change lightly, but when digging in to finally enabling proper cross compilation I realized it was the best path. All local consumers have been updated, and a few rebuilds necessary. Assisted-by: Claude Code (Claude Opus 5)
