The CLI crates have no releases of their own (their crate version stays
0.1.0); Buzz releases ship them with the desktop app. Build the workspace at
Buzz Desktop releases (desktop-v* tags) instead of main, and name the version
after the release.

The update script reads the releases through the GitHub API
(--use-github-releases): mobile releases tag the same repository far more
often, so the release feed nix-update reads by default rarely shows a desktop
release.

Add a persona-pack test (buzz pack runs without a relay) and the changelog.
