Connor Baker 00718d4899 vtk: apply the pegtl module rename to 9.6, not 9.5 ...

a1a2b117f5 (#571724) gated the VTK::pegtl -> VTK::vtkpegtl rename on
`versionOlder version "9.6"`, while the matching
VTK_MODULE_USE_EXTERNAL_VTK_<name> flag selects `vtkpegtl` only for
9.6. Both 9.5.2 and 9.6.2 ship the module as VTK::pegtl, so on 9.5 the
module was renamed but the flag still named `pegtl`; with
VTK_USE_EXTERNAL=ON, VTK then looked for a system PEGTL and failed to
configure:

  Could not find the PEGTL external dependency.

The rename exists to avoid a clash with the `pegtl` target exported by
openusd, which only 9.6 uses, so gate it on `versionAtLeast`.
