Theodore Ni b2a996d231 python312Packages.bilibili-api-python: fix 16.3.0 build 
The published tar.gz name changed from using hyphens to underscores
(likely because of change in setuptools 72.2.0).

At the same time, I noticed that the CHANGELOG removes requests as a
dependency, so I've done the same here.
