Detect active fzf and history-manager Ctrl-R bindings by their configured values, warn with the winning precedence, and let the normal binding options silence the warning.
Source the Nushell integration at order 2000 so fzf can keep chaining carapace at mkAfter while Atuin still wins Ctrl-R like it does in other shells.
Users who used programs.nushell.extraConfig = lib.mkAfter ... to beat Atuin now need lib.mkOrder 2001 or later.

fish actually has logic to deal with this when the path ends with
/generated_completions, so let's take advantage of it.

Instead of having to manually stub packages that should not be
downloaded we instead automatically stub all packages (except a small
list of whitelisted ones). Tests can re-introduce the real package by
using the `realPkgs` module argument.
This commit adds a module for configuring atuin, a replacement shell
history program.
The module adds options for generating atuin's `config.toml` from Nix,
and options to enable atuin's integration for bash and zsh
(which will rebind history keys to open the atuin history).
