ci/OWNERS: add owners for Nix-dependent lib tests

Browse Source 
The lib-test harness and the tests that assert on the Nix implementation
have consequences on Lix's own CI. Make the Lix maintainers code owners
of them so that they are notified of changes, and add @xokdvium, who
asked to be notified as well.

This does not claim any "technical" ownership of these changes, it's
just a manner to be notified of these changes.
