mise: 2026.8.6 -> 2026.9.13

Run the test suite under cargo-nextest, the runner it is written for
(upstream CI and .config/nextest.toml): tests move or unlink the process
working directory, which under cargo test's single shared process strands
every later current_dir() call and fails ~23 unrelated tests on darwin.
Process-per-test makes that structural problem disappear, and the previous
dontUseCargoParallelTests workaround was already chasing it.

- NEXTEST_PROFILE=ci-shared is upstream's profile for shared runners: no
  250ms slow-timeout terminations, no retries.
- checkFlags use `--skip PATTERN`; nextest's libtest emulation rejects
  `--skip=`.
- Helpers spawned with PATH=/usr/bin:/bin get coreutils prepended, and the
  age-plugin-se test fixture's env shebang is substituted.
- The usage substitutions in postInstall no longer apply: completions call
  `mise __complete_word__` now.
