haskellPackages.cabal-install-parsers: use Cabal-syntax 3.10

Current versions of cabal-install-parsers have a lower bound of >= 3.10
on Cabal-syntax which has been obscured by the jailbreak we still need
to apply for the /lower/ bound of aeson.
