chipsec: pass --build-libs without relying on bash eval of setupPyBuildFlags

Browse Source 
We'd like to remove bash eval for setupByBuildFlags, thus use
appendToVar in the hook instead.

Tested that linuxPackages.chipsec still builds, including the driver in
the right place.
