pcsclite: fix pcsc-spy interpreter

Patch pcsc-spy with the host Python after moving it to dev. The automatic dev-output hook uses the build path, leaving /usr/bin/python3 unchanged with strictDeps.

Add an execution test for pcsc-spy --help.
