grafana-loki,promtail: 2.9.6 -> 2.9.7

This release bumps the go version upstream uses in their CI.

Meaning from nixpkgs' perspective, this is more or less an empty no-op
release.

Which is why I initially did not intend to bump to this version.

But there is 2.9.8 now, containing a security related golang.org/x/net
bump, so...
