gpauth: fix runtime TLS support

The embedded WebKit browser requires glib-networking's GIO TLS
backend. Add glib-networking and wrapGAppsHook3 so gpauth discovers
the module through GIO_EXTRA_MODULES instead of falling back to
GDummyTlsBackend.
