static-server: 1.2.1 -> 1.4.0

Upstream adds the -cors and -coop flags and brings the TLS options under
test coverage. The bundled TLS test certificate expired in 2025, so it is
now regenerated in preCheck with openssl instead of shipping a
pre-generated one.
