bash-preexec: 0.6.0 -> 0.7.0

Bump bash-preexec to the latest version in order to:
1. keep nixpkgs up to date; and more selfishly
2. resolve https://github.com/nix-community/home-manager/issues/5958.

The fix for the above listed issue is included in bash-preexec 0.7.0.
Note that in order to sucessfully build, we need to patch a newly added
test, otherwise the `testPhase` fails.
