Florian Klink 97b87077ad lightgbm: 4.6.0 -> 4.7.0 ...

The python package now needs narwhals, and if building with cuda
support, nccl.
We can use the same sources if moving pyproject.toml and README.rst to
the root.

Their cmake/modules/FindNCCL.cmake doesn't use pkg-config unfortunately,
so we manually need to set BUILD_WITH_SHARED_NCCL to true and NCCL_ROOT
to get the discovery to work.
