Austin Horstman 02de3cc079 tests/services-modular: drop empty ExecReload expectation 
Nixpkgs stopped emitting an empty ExecReload= line for modular services.
The same upstream change fixes the duplicate ExecReload definition, so
re-enable the PHP-FPM test.
